Full of despair and regret, the lyrics are powerful, poetic and tormented. Who wrote which lyric is debatable, but the best explanation comes from Niall Stokes, in his book Into the Heart:
After a night of debauchery, Bono was sleeping fitfully and had a bizarre dream about Bob Dylan. He woke up and, under the cloud of a massive hangover, began to write the lyrics of the song he thought he remembered Dylan singing in his dream, about a man people keep turning to as a savior, but whose own life is increasingly shattered, and who could do with a shot of salvation himself.
